Codes and permits in Quebec
Quebec inverts the rest of the country: interior plumbing falls under the Régie du bâtiment du Québec rather than city hall. The Construction Code’s plumbing chapter is based on the National Plumbing Code 2020 with Quebec amendments, hired contractors need an RBQ plumbing licence and CMMTQ membership, completed work is declared to the RBQ, and in Montreal, Quebec City, and Laval a pure repipe needs no municipal permit at all.
