Is a permit required?
Yes. A permit is required when a plumbing system is constructed, extended or altered, and the city's rules explicitly include replacing water lines. The only exemptions are repairing a leak, replacing faucets or fixtures, and clearing blockages. A whole-home repipe is an alteration and needs a permit.
Who can pull the permit
Homeowners can pull their own plumbing permit if they legally own the home, live or will live in it, and do the work themselves. A homeowner permit cannot be pulled on behalf of a contractor and is not available for rental properties. Contractors pull their own permits.
Inspections
Two stages: rough-in, with all drainage, venting and water lines installed and visible before anything is concealed, and final, with fixtures operational. Booked through 311 or a VISTA online account; requests by 2 p.m. get next-day inspection.
Fees
Homeowner plumbing permit $112 plus the 4% Safety Codes Council fee, about $116.50 total. Contractor fees follow the trade permit fee schedule.
